When her mother weds a retired general (Gary Cole), cool and carefree teen Kelly Collins (Hilary Duff) gets new marching orders and is shipped off to a military academy in upstate New York. But Kelly's freewheeling ways quickly put her at odds with her callous, by-the-book squadron leader (Christy Carlson Romano).
